The  Freedom of speech today in Washington is not allowed . Starr,who as special prosecuter once persued President Clinton,will argue that an Alaska principal was told to rip down a banner held by a student outside the school, that said ”BONG HITS FOR JESUS.” Prankster Joseph says he concocted the 14 foot banner, he and some of his former classmates unfurled outside of juneau high school the 2002 olympic  torch relay passed by,as an absurdist way to assert his free speech rights. Principal Deborah Morse  who had a long running feud with Frederick saw the message as undermining the school’s antidrug policy. She suspended Frederick for 10 days, a upheld  by the school board and lower court.  A federal appeals court in San Francisco reversed citing the 1969 supreme court ruling that students could not be punished for wearing antiwar armbands.A school cannot censor or punish students speech merely because  the students advocated  position contrary to government policy.  The Bush Adinistration and the National School Boards Association are siding with the principal. But the ACLU, which represents Frederick, has backing from some conservative Christian groups, fearful that a loss could also curtail religious speech on campus.`
